@shakibshalim74, as per the above thread, could you check the value of network
throttling set at the global level vm.network.throttling.rate and compute
offering (for Instance NICs) , network.throttling.rate and network offering,
system Offering( for VR guest interfaces) . Also, check the domain XML of the
instance and VR for :

<outbound average='89600' peak='89600'/>
</bandwidth>
