This is happening because listserviceofferings API being invoked in the context of Virtual machine when we click on "Scale Instance". Below is the API invoked. This will result in listing the service offerings that has compatible host tags or no tags at all http://x.x.x.x:8080/client/api/?_virtualmachineid=3a732fdf-f737-49f0-bd8c-f89ba16ea28a_&keyword=&page=1&pageSize=10&details=min&response=json&**command=listServiceOfferings**&sessionkey Maybe you can submit a feature or improvement request to include service offerings with different tags if needed.
