Hello Fariborz Navidan,
Please see Shared Networks to directly assign Public IPs on VM network
interfaces, with additional capabilities [1].
Don’t the isolated & VPC network models suit your use-case?

Subject: Creating a network offering with public traffic type
Hello,

I am on 4.18.2.1 and have already configured public IP range in my advanced
zone and system VMs are assigned a public IP. I need to automatically
assign public IP to VM instances. I tried to create a network offering with
public traffic type as all existing network offerings only support guest
traffic. But when creating network offering there is no option to choose
the traffic type.

Please guide me through the right way of assigning public IP to VMs.

Thank you
