Duplicate device_id of datadisk

Hi.
I am using CloudStack 4.14.
I used importUnmanagedinstance to register the VM to CloudStack.
When there are multiple datadisks, all device_ids are set to "1".
What are the risks of this situation? For example, when I stop and start this 
VM, is there a possibility that the order of the datadisk will be switched?
