In the Advanced zone, different networks (public, tenant networks(many of them), etc) - are all isolated by VLANs (by default, there are some other isolation methods, but VLAN is the most common) This means your Public network (to which the Public NIC of Virtual Router is attached, and public NICw of SSVM and CPVM) - will be i.e. VLAN 200, while tenant networks (each) will get a VLAN from the VLAN pool defined for that Physical Network in your zone e.g. from 201-300. So in short, no, you can't reuse the same VLAN for multiple networks.
