This issue is similar to yours: 
https://github.com/apache/cloudstack/issues/3843 and has been fixed by 
downgrading mysql-connector-java from 8.0.X to 5.1.X.

Hello,

Can anyone here please point me in the right direction as to what might be 
wrong with my fresh-new 4.13.0 install (on local machine with nested 
virtualization and KVM if that makes any difference). It produces 503 error on 
IP:8080 where GUI should have been.

I've initialized DB, checked that cloud.vm_template table does not have 'size' 
column, then ACS determines that DB is of 4.0.0 version and files are 4.13.0 
version and tries to upgrade DB. This column 'size' appears out of nowhere and 
crashes upgrade. I've tried removing it manually, but no luck.

It fails with error 'CloudRuntimeException: Unable to upgrade the database'.
