Log in to system VM as root/password. Run "virt-who" and note the last line of
the output.
Then check this script /opt/cloud/bin/setup/cloud-early-config which is
responsible for configuring systemvm to correct role (router or consoleproxy or
so on).
Might not give you solution. but I hope it give you some clue where to start.
