The largest known CloudStack cloud was over 30,000 physical hosts run by Zynga. 
I know of a number of currently active CloudStack clouds which number many 
thousands of physical hosts.  There is no limit imposed by CloudStack.

I would say that it depends. What do you mean by a maximum number of servers?

Hypervisors such as XenServer, VMware, Hyper-V and others have a limit on how 
much hosts can be added to a cluster. Therefore, it does not matter the 
orchestration system, these limits are defined by the underlying system 
(hypervisor). Also, the Apache CloudStack does not have a limit on clusters
