In these logs there are logs for destroy and stop command. 

Please provide below logs

1. From management server paste logs around the exception. At least from 
startCommand send to Hyper-V agent.
2. Same command from the Hyper-V agent logs.

Also what is the time difference between startCommand sent and timing out?

Have you enabled any firewall? If so try disabling them to figure out the issue.
