qemu 1.2 is at least 3 years old and does not support "-s", perhaps you can try
installing much newer version from EPEL or elsewhere.

You can try running Qemu 1.7 and it should work. There are many other reasons
why you want to run latest stable Qemu of 1.x family - including bug/security
fixes and performance improvements. If you want to stay on vendor supported
OS, you can also try running CentOS7 or EL7.

This can also be classified as bug as we dont satisfy much older qemu/kvm
versions. We probably need to check qemu-img for "-s"
parameter, and if it does not exists - execute without "-s", or a more
meaningful error.

Perhaps you can help to file a bug on https://issues.apache.org/jira under
CloudStack project.
