Working on a test setup for Cloudstack 4.5.1 I was testing the
openvswitch functionality in an advanced networking zone.

On the first hypervisor which gets added into the zone, everything
works fine, machines get added into the openvswitch bridge table with
their virtual interfaces and they can reach eachother and the outside
world.

When I try to include a second hypervisor it does not communicate with
cloudstack's virtual router and it appears that the GRE tunnel between
the two hypervisors is not properly set up.

Is that something which requires manual configuration or is it
expected that the cloudstack-setup-agent and host-add api calls do
that automatically.

Please note that - contrary to earlier documentation - I have never
seen the option in network service providers to activate OVS. The
option is simply not there.
