Basically, SystemVM paused instead of remaining started or perform a reboot.
Actually, I had this problem, too. After restarting (and possibly
upgrading) the SystemVMs with cloudstack-sysvmadm several times, I got
them all running.
All in all, this is quite "nondeterministic"...
