CloudStack 4.2.1 Template

Okay, I have a strange issue. When I create a template form a newly installed 
CloudStack instance, then create a new instance based off of the newly created 
template. The network settings get messed up. The server comes up fine, but the 
IP it is assigned does not apply because eth0 has changed to eth1, but only the 
ifcfg-eth0 file is created. Has anyone else had this happen? How do you resolve 
this?
