Which version of Cloudstack you installd? If you follow the Cloudstack 4.3 installation guide there is a mistake in system template setup section,
you should change the old URL with: http://download.cloud.com/templates/4.3/systemvm64template-2014-01-14-master-kvm.qcow2.bz2 hope it works.
