Unfortunately there could be any number of reasons your System VMs are not 
appearing, can you share more info about your infrastructure, eg CloudStack 
Version, Hypervisor type, Networking model and number of NICs, Physical Network 
Traffic Labels, Storage etc

Also if you can upload the logs to somewhere like http://pastebin.com it will 
help the community to help you

I've executed the command :

/usr/share/cloudstack-common/scripts/storage/secondary/cloud-install-sys-tmplt
-m /export/secondary -u
http://download.cloud.com/templates/acton/acton-systemvm-02062012.qcow2.bz2
-h kvm -F

The qcow2 file appears in /export/secondary/template/tmpl/1/3/

The secondary storage appears in the UI but not the system VM. So I can't 
create a new instance by using the template provided by cloudstack (Admin guide 
- 5.2.1).

Have I forgotten something ?
