The war as dependency won't work. First it will ignore the type and will append just jar to the artifactId, then it will ignore the version and will use the plugin version (in this case 0.0.1-SNAPSHOT) which is most likely another bug.
I think ${basedir}/target/classes is the correct default because you are adding the plugin to a specific project just to generate the routes for that project which are in that project target/classes folder.
