Indeed, the property you've pointed out:
policy.allowSystemProperty
was missing from our custom java.security file that we used in our Ubuntu
FIPS image and it's default value if absent is false
I have added

olicy.allowSystemProperty=true

to our java.security file, rebuilt the base image and the activemq image
and now I'm able to login with the correct credentials as well as send
messages to the queues.
