You might have noticed that the release announcement mentions a "New & Improved Management Console." Also, the upgrade instructions mention this as well [2]. In short, the new console in 2.40.0 doesn't require the activemq-branding.war and artemis-plugin.war files. It looks like that bit of documentation you cited didn't get updated properly. I'll fix that.
