ActiveMQ Artemis has a couple of test dependencies for Spring, but it's not strictly required for building and it's not included in the broker distribution.
I'm not aware of any immediate plans to move ActiveMQ Artemis off of Java 11, but it obviously won't stay there forever. That said, once it moves I would expect that the Java 11 branch would be maintained for a while.
