I just tested a default instance of 2.20.0 by using the "user add" command and also by modifying the properties files manually. Both methods allowed me to add a user and then login with that user without restarting the broker. Do you have reload=true set on your PropertiesLoginModule in your etc/login.config? It's worth noting that the properties files are generally not recommended for production use.
