Thank you for the response.
It is started via the service calling the wrapper, I stopped the service and 
started it using the .bat file, I can't recall what the JVM did after that. I 
can try it again a bit later today

How do you start ActiveMQ ?

If you use bin/activemq.bat script, wrapper is not used at all and JVM memory 
setup is done directly in ActiveMQ.bat (or included script).
