Is it critical that the app be deployed with the broker? The embedded web 
server isn't really meant to be used for deploying arbitrary web applications. 
If using standalone Jetty works then you might consider simply using that 
approach.

In any event, I think you'd need to provide a reproducible test case for any 
additional investigation.
