If there's some kind of network problem between a live and it's backup and
the live broker initiates a vote and *doesn't* get a majority then I think
it probably should shut down because that means its slave will likely have
the majority and activate. This is an important way to mitigate split-brain.

Perhaps I misunderstood your issue. If so, please clarify.
