The enqueue count didn't increase when you did the second batch of enqueues, which is a bug. I assume you can reproduce this reliably?
What version are you using? If it's not 5.11.x, can you please try to reproduce the problem under 5.11.1 to confirm that it's not been resolved in a later version? If it's still a problem under 5.11.1, please submit a bug in JIRA and attach the code and broker config that reproduces the problem.
