I tried setting the policyEntry useCache=false to no avail.

To give to some more background, I have a durable consumer subscribing to 
messages on an activeMQ channel and sending them to a database in an XA 
Transaction. 

A producer sends 1000's of these messages to the activeMQ channel. I've seen 
other circumstances where the consumer connection is restarted and the pending 
messages flow through (these connections were not involved in a XA transaction 
), but when I flush the consumer connection pool for my durable subscriber in 
the above case nothing flows through, requires a broker restart.

Possibly related to a slow consumer, are there any other techniques you could 
suggest that may help manage this situation. I would like to get away from 
restarting the production broker each time this happens.

there was a contention issue around the cursor cache, that could be avoided 
with <policyEntry ... useCache="false" > - that may be what you are seeing. It 
could be worth a try.
