You need to use a version of APR greater than 1.3.0, it looks like you are using the 1.2.11 release in /usr and a version of APR 1.3.12 in /usr/local ? most likely the v1.2 library is getting loaded when you run your app which is probably causing you to see the error you are seeing. You can try passing the --libdir=/usr/local to the AMQCPP configure script.
