IMO, that's part of the problem. Replying off-list should only happen on the most rare of occasions. Replying directly to someone shouldn't take place unless you need to say something to them that you don't want on-list. Notice I changed my reply to go only to the list. In this case, there is no reason to be replying to me directly and CC'ing the list.
