you can only set the prefetch on the client side - see
http://activemq.apache.org/what-is-the-prefetch-limit-for.html
You can effectively disable by setting a large number for the prefetch
values.
I do think however, it would be a good to set the defaults on a
destination policy - and let the client override - will add a jira.
