Set staticallyIncludedDestinations on the brokerA network configuration - the properties get copied across and used to create the network going back from BrokerB when duplex is enabled

connector configuration - so that messages get forwarded if a consumer has
never registered on brokerA

The easiest thing to do is to set dynamicOnly=false
