With the standalone distribution you have to replace the content.xml (<TOMCAT-HOME>/webapps/syncope/WEB-INF/classes/content.xml). If you are using a persistent db you have to drop all syncope tables before restarting. Please, consider that users are not exported/imported. Best regards, F.
