I checked the javadoc for select and this is what is listed.
<s:select label="Months"
name="months"
headerKey="-1" headerValue="Select Month"
list="#{'01':'Jan', '02':'Feb', [...]}"
value="selectedMonth"
required="true"
/>
This is what I used last night. So #{} worked for me.

No: list='%{#{"All":"All Programs", "BU":"BY Problems"...}}'
