In general, attachments are a bad idea on the mailing list. You have an essentially empty web.xml; you need to configure the ActionServlet. http://struts.apache.org/1.3.8/userGuide/configuration.html#dd_config It might have been better to follow the tutorial instructions and start with the blank application.
