Thanks, Chris, for the info! It doesn't make sense to me that the DTD's should be compared to the ones stored remotely (rather than locally), but at least it explains why the system fails to start up when the internet is unavailable! May I suggest to the Powers That Be that this should be made very very very explicit in the docs/guides/FAQs.
