I haven't found the code, but xwork apparently has BigDecimal
conversion. I'm not sure if the problem is that the existing
implementation doesn't support the client's locale or if the
configuration is incorrect. A patch for xwork would be ideal. I fear it
may be delegating to Ognl for the conversion so it may be a little more
complicated.
