Yep, we can't have any code that depends on that library in any ASF-sponsored release. You should be able to take the code as it existed in WebWork 2.2 and port it to Struts 2, using the pell file upload plugin as an example. Then, put the code up somewhere like Google Code and register your plugin with our Plugin Repository to share it with the community (if you so choose).
