<html:option value="<bean:write... is not valid JSP syntax. Custom action tags cannot be nested like that. You can use JSTL:

  <html:option value="${mylist.agent}"/>

or, if you don't have JSTL available to you, fall back to an RT expression:

  <bean:define id='agent' name='mylist' property='agent'/>
  <html:option value="<%=agent%>"/>
