Would you be able to install them locally and just go with that? Or do you have to have a portable solution?

If you can install them locally (on your machine), then drop them in the right place, and call it done.

If you must have a portable solution, just drop them on a server that you (and whoever else needs them) can see when building the app.

The maven repos are nothing more than a file system fronted with a web server.
