This should be fixed now in the snapshot build of struts-annotations on the Apache Snapshot repository. The tools.jar dependency was misconfigured; this Maven documentation explains how to set it up so that it is not attempted for Mac OS X: http://maven.apache.org/general.html#tools-jar-dependency

I actually just tackled this very problem. OS X java configuration renames and repackages the tools.jar into classes.jar. I fixed the mvn pom file for this consideration.
