Back in the day, there were a couple of tools for doing this. But the old links I tried were broken. I believe some of the IDEs and plugins do such things, like Camino

I expect there must be others, since (by design) there is a very close correspondence between HTML tags and Struts JSP taglibs. One that sounds interesting is * http://xview4struts.sourceforge.net/ which apparenlty does the conversion on-the-fly, so that you can maintain the application in HTML.
