Was just trying to remember what the product was called and someone else mentioned it! You could certainly use tiles but if your needs are as simple as you suggest, I agree that sitemesh will do what you're after more easily. It works by 'decorating' your pages as they leave your application. In your case you'd just have it decorate each page with a menu.
