The best place to discuss features that are not already part of Struts
is the dev list.

I don't remember anyone ever deciding *not* to add SSL swtiching. It's
just a matter of whether a committer who is using SSL switching wants
to volunteer to go ahead and do it. As it stands, it's easy enough to
drop in the SSL Ext package mentioned on the HOWTO, and so I expect
people have not felt like it was a priority.

Aside from SSL Ext, another likely candidate would be
