Indeed The websphere portal server is a comprehensive approach when deploying in IBM environments..

If you are looking for an approach which works with Oracle DB /OC4J I would encourage you to look at Oracle PDK (which is JSR168 compatible)

But if you want a more vendor-neutral solution take a look at Jetspeed
http://portals.apache.org/jetspeed-1/
which works well with templating AND content publication frameworks such as CoCoon
