I hope this could help you:
1. get log4j and put it together with other jars of your web project
2. create a log4j.properties file and put on the root of your web app.
3. add following lines in log4j.properties
log4j.rootLogger=error,stdout
log4j.logger.org.apache.struts=debug,struts
log4j.appender.stdout=org.apache.log4j.ConsoleAppender
log4j.appender.stdout.Target=System.out
log4j.appender.stdout.layout=org.apache.log4j.PatternLayout
log4j.appender.stdout.layout.ConversionPattern=%d{ABSOLUTE} %5p %c{1}:%L

log4j.appender.struts=org.apache.log4j.RollingFileAppender
