I agree for a third time, and in fact I think that something that is built for Struts rather than on its own merits and is dependent on the present community for support is not worth working on at all. I am personally not willing to associate in an active way with anything that is not IoC pure in both dependency and locator injection. I think I am going to follow Ted's advice and begin coding completely independent of but appreciative of the basic Struts controller ideas and to see who wants to join in. If anyone is interested in pursuing this from the bottom up and also understands what is going on, let me know and we can work together on getting a base started.
