Whatever the actual truth of this assertion, don't forget that the number of public Internet based webapps is not all that large compared to the total number of webapps running behind the firewalls of various companies (For example, Sun, with many *thousands* of internal application installations on our internal network -- but you'll never see them if you're not a Sun employee). You can't properly measure a technology's overall success on a single criteria like this.
