I am recently interested in a commercial product named "Fusion Charts2.3".

However you do not have to be an expert for Flash/ActionScript stuff. All you have do is to make your Struts-based web application to be able to produce XML document. The XML would contain data set to be drawn, and in there you specify how the chart should look like. It should be easy enough for any Struts application programmers.
