In fact I had this requirement multiple times, marketing departments of large companies don't want to show the user cryptic urls he don't understand. Last time I had it a large austrian company from the food sector, they reasoned, they don't want different urls, because they want always their "cool url". (The solution was the frameset, since the background of the side was white, 1pix white border above the content didn't matter). Another point may be, that you don't want a user to bookmark a specific action, because it's so highly dynamical, that it doesn't make sense. If you always show the same url, the (normal dummy) user always bookmarks and comes out at your homepage.
