I use My Eclipse, a plugin for Eclipse, http://myeclipseide.org. It works reasonably well and provides syntax coloring and XML validation for JSPs, and if things are set up right, it will provide context completion for standard JSP tags. I haven't had it work for JSTL tags, but that could be a setup issue on my part.
I'm not trying to give a plug, just a happy user.
