Hi,
from my experience, I can recommend PostgreSQL. It's quite easy to setup, it's reliable and has all the functionality you require (views, stored procedures, foreign key constraints).
As to the license: "And because of the liberal license, PostgreSQL can be used, modified, and distributed by everyone free of charge for any purpose, be it private, commercial, or academic."
