Allen, thanks! I figured out the cause of my problem, it was actually tricky(or trivial). I forgot to put <%@ taglib uri="/WEB-INF/tiles..."%> on top of the page and when I use <tiles:>, struts didn't complain, it just treat them as regular html tags so they don't show up on the page. I wonder why the jsp or struts engine does not validate these tags... no error was produced. anyway...
